State Senator Defends AI Bill as OpenAI Warns of Slowed Progress

OpenAI’s Chief Strategy Officer Jason Kwon has raised concerns over California’s proposed SB 1047, stating that the AI safety bill could slow technological progress and potentially push companies out of the state. Kwon emphasized that AI regulation should be a federal responsibility to avoid the complications of varying state laws. He argued that a unified federal framework would encourage innovation and secure the U.S.’s position in setting global AI standards.

Kwon’s letter was directed to California State Senator Scott Wiener, the sponsor of SB 1047. The bill, known as the Safe and Trusted Innovation for Advanced Artificial Intelligence Models Act, would introduce standards for developing powerful AI systems, including rigorous testing for security risks, whistleblower protections, and oversight by the state’s attorney general.

In response, Senator Wiener defended the bill, saying it enforces standards that companies like OpenAI have already committed to. Proponents argue that it ensures responsible AI development, while opponents like OpenAI express concerns about restrictive measures that may hamper progress.
